DIRECTION AND CONTROL
LOW
Low Risk of Terrorist Attacks
1. Review and update terrorism annex and  SOPs for EOC operations.
2. Brief department heads and EMA Coordinators/staffs on EOC operational or procedural changes.
3. Ensure all employees receive proper training on the Homeland Security Advisory System and specific preplanned department or agency Protective Measures.
4. Identify the WMD ICS/UCS.
5. Establish a WMD EOC SOP/Guidelines.
6. Review and update resources manual.
7. Institute a process to assure that all facilities are regularly assessed for vulnerabilities to terrorist attacks, and all reasonable measures are taken to mitigate these vulnerabilities.
GUARDED
General Risk of Terrorist Attacks
ALL ACTIONS FROM PREVIOUS LEVEL, PLUS:
1. Exercise the WMD ICS/UCS.
2. Exercise WMD EOC SOP/Guidelines.
ELEVATED
Significant Risk of Terrorist Attacks
ALL ACTIONS FROM PREVIOUS LEVELS, PLUS:
1. Increase awareness of possible emergency; log activities and monitor developments.
2. Implement, as appropriate, contingency and emergency response plans.
3. Assign WMD specific tasks and responsibilities.
4. Identify EOC personnel and a means to alert these personnel.
5. Refine Protective Measures as appropriate.
6. Consider staffing EOC at Watch Team level.
7. Review COOP/COG plans.
8. Verify emergency notification roster of all appropriate agencies and maintain routine contact.
9. Consider staffing ICS/UCS functional areas.
10. Assess whether elevated threat requires refinement of preplanned Protective Measures.
HIGH
High Risk of Terrorist Attacks
ALL ACTIONS FROM PREVIOUS LEVELS, PLUS:
1.  Immediately notify the FBI and SEOC for relay of information indicating that a WMD event may be imminent.
2. Place EOC staff on 24 hour recall.
3. Establish contact with RCTTF and nearby governments.
4. Monitor MAA/MOU status to ensure support is available to respond to a WMD event.
5. Review RCTTF OPLAN, UCS response capabilities and procedures for activation.
6. Take additional precautions, alternate venues, or cancel public events.
7. Provide liaison to the JOC and to UC post.
8. Prepare to execute COOP/COG plans.
9. Reinforce possible need for personal protective equipment.
SEVERE
Severe Risk of Terrorist Attacks
ALL ACTIONS FROM PREVIOUS LEVELS, PLUS:
1. Activate county EOP and RCTTF OPLAN.
2. Institute 24 hour EOC operations.
3. Activate the appropriate elements of MAA/MOUs supporting each RCTTF.
4. Activate the WMD reporting chain; immediately notify the FBI and SEOC and other applicable agencies for relay of information indicating that a WMD event has occurred.
5.Issue mission orders and directives.
6. Provide continuous guidance throughout the event.
7. Activate the RCTTF/UCS response.
8. Establish and maintain communications with the incident commander's).
9. Identify mobilization and staging areas.
10. Obtain initial report from first responders and determine location of the event.
11. Conduct downwind hazard predictions based on information received from the ICs).
12. Initiate report on notification of suspected or actual event.
13. maintain EOC information status boards.
14.Collect, process and disseminate information about the WMD event to facilitate overall response facilities.
15. Update threat assessments based on latest incident information.
16. Report information through appropriate intelligence channels.
17. Execute COOP/COG plans.
18. Close public and government facilities as appropriate.
19. Alert, as appropriate, all personnel in area of potential threat so additional casualties can be prevented or severity reduced.
20. Submit PEIRS report.
